WASHINGTON -- The debate leading to a House vote on punishment for veteran Rep. Charles Rangel has begun.

The head of the House ethics committee says New York Rep. Rangel violated House rules and the public trust and should be held accountable.

In a solemn moment, Rep. Zoe Lofgren spelled out the charges against the 80-year-old Rangel, the former chairman of the Ways and Means Committee.

The committee had voted 9-1 to censure Rangel for ethical misconduct.

About two-thirds of the House members sat in the chamber listening to the proceedings. Rangel sat at a table surrounded by other lawmakers.
